Note although the starting date is 4/1/2012, lenders will need to impose
fees much earlier because it will take a long time to close loans and sell
them to Fannie Mae or Freddie Mac.
10 base points more guarantee fees means that the interest rate is 0.1%
higher.
Here is an example for how a loan's rate can be affected:
Primary residence, single family house, 30-year fixed, loan amount of $400,
000, house's value of at least $667,000, credit score of at least 740
without no special situations, currently the borrower can get: 3.75% wihout
cost, plus about $1100 extra credit to be applied to the prepaid interes and
tax/insurance reserves. But with the new guarantee fees, the borrower's
rate would be about 3.85% if the mortgage market remains the same.
看到一家银行刚刚推出调整利息的细则：1月10日前锁利息的并且在2月17日前Funding
的，不受新的收费影响。大部分银行还未发布相应的调整细则。
现在fixed-rate的房贷利息创历史新低。想refinance的请赶紧申请呀。
