Refinance loan: what is the rate you can get now

I was wondering what kind of rate everyone is getting these days to refinance your house. I am looking at rate for 15 year fix for a conforming loan (under 417K)

Is 3.625 a good rate with no cost involved?

Hotchili, you are really smart, I never figure out how much extra interest I paid through each refinancing. The loan broker just want to get my business but never advice me that I actually paid more interest in long run by refinancing.
